first go to this website: http://www.cic.gc.ca, then click on English (unless French is easier for you) and you will follow instructions on how to become a permanent resident. You must be a permanent resident for at least 3 years before you can apply to become a citizen. The process to become a permanent resident takes about 2 years. It came be very overwhelming at first, but if you read through many many documents, everything you need will hopefully become clear. You can apply as a skilled worker. There is a test you can take online that will determine whether you can be accepted. I think you need a 69 on the test, which asks you questions about your level of education and the number of years you have worked in a certain area. Also if you speak both French and English this helps. You will need background checks from every country you have lived in for at least 6 months, a medical exam, proof of education etc etc. All documents must be translated by an official translator (with a stamp) into either english or french. Again, this whole process can be quite overwhelming, but every document you need can be filled out and printed from the website i gave you above. Good luck, ligeia :)
